Le conseil d'administration d'Électricité du Liban a approuvé le 12 octobre, à titre préliminaire, le redémarrage des centrales de Zouk et Jiyeh, selon An-Nahar et Al-Modon. Seules les unités jugées sûres, après inspection documentée par le fabricant MAN, seront relancées.

La décision préserve les droits d'EDL dans le litige avec l'opérateur devant le Conseil d'État. Selon des sources citées par Al-Modon, l'obstacle principal est judiciaire, non le carburant, et la remise en marche ne se fera pas en quelques jours.
